Ryker, a 17-year veteran of the Transportation Management Safety Team (TMST), not only lives by the book when it comes to airport accident investigations, he wrote the book. Nothing slips by this air safety investigator, so don’t even try.
At the end of Planes, he is seen in the crowd celebrating Dusty Crophopper's victory.
In Planes: Fire & Rescue, after a fire was put out at Chug and Dottie's Fill n' Fly by toppling the water tower when Dusty accidentally clipped the electric power tower while testing his limits with his gearbox damaged, Ryker arrives in Propwash Junction the next day along with his pitty Kurtz to inspect the damage. He first asks Mayday if he was at the scene of the fire and had an extinguishing agent ready to help him within three minutes from the time the alarm went off but Mayday replies that he didn't have time to look for the clock. Mayday then notices Kurtz writing stuff down in his notebook and asks Ryker if he's writing down everything he says to which Ryker replies yes. Ryker then asks for Maydays self inspection records and emergency procedure plans but Mayday tells him that they don't have many emergencies in Propwash and tells Ryker that the most important thing is that they got the fire out but Ryker does not like that answer and angrily asks Mayday if toppling a water tower is his continuing plan for putting out fires. Dusty comes up and tells Ryker that the fire was his fault. It is at this point that Ryker can see that Propwash has no plans for emergencies and their firefighting equipment is old and outdated which can put the safety of the citizens at risk so Ryker strictly announces that until Mayday gets refurbished and hires a second firefighter, he is relieving the airport of its operation certificate for non compliance to firefighting regulations, thus shutting it down promting Dusty to try to become Propwash's second firefighter and travel to Piston Peak to get trained and certified. After closing down the airport, Ryker and Kurtz presumably return to the TMST base.
Ryker isn't seen again until the end of the movie where he announces Propwash's reopening after Mayday gets refurbished and Dusty earns his certification from Blade Ranger.
- He is fashioned after a Striker airport rescue and fire fighting truck which could also be where his name stems from.
- He also apparently has an excellent memory on where certain rules and regulations are written in the book.
