Lord Kelvin is first seen delivering a speech to some people in London at the Royal Academy of Science about Dr. Ramsey and his spring invention (which he declared mad and had him sent to a lunatic asylum). When he learns from Colonel Kitchener, the chief of Scotland Yard, that his stolen Jade Buddha has been stolen from the Bank of England, he throws an angry tantrum and some objects at him in his office. Then, Kelvin tells Lord Salisbury to contact General Fang and inform her that unless the Jade Buddha is returned back in his possession, she will receive no British military assistance to help her conquer Lanzhou. However, General Fang and her minions, the Black Scorpions, mysteriously appear in his office, having heard the whole thing.
