Little Evil is the son of Evil Manta. He attempts to be evil, and cunning like his father, but after spending time with Ariel, he became a good person.
Who his mother is though is currently unknown, as Evil Manta was never shown having a love interest during his appearances on the show. It is theorized that Little Evil could have been created through some form of magic reproduction, though it is still unknown. It is also possible that Little Evil was birthed by Evil Manta in an Asexual manner.
Until it is said otherwise, his birth will always be up to speculation.
Powers and Abilities
Little Evil has access to some minor magical abilities, though the only one ever shown was his electric tail skill. He is capable of zapping others with minor bolts of electricity, which stuns those he hits. It is later discovered by Ariel that by letting out low volts while concentrating, and by sliding his tail along a stone surface, he is capable of drawing into stone and rock. with the help of the mermaid princess he develops a talent for drawing.
Personality
Little Evil is, at first, an extremely bratty, loud, mean, rude and demanding child. Due to his fathers desire of making him evil, he was taught how to be this way from an early age. After his meeting with Ariel, Flounder and Sebastian it is shown that Little Evil wasn't so evil by nature. It is shown he has a natural curiosity, as all children do, and a desire to learn new things. After just a day of spending time with Ariel, his personality is shown to have done a complete 180; being calm natured, soft spoken, gentle and caring without even trying to be. It having gotten to the point that later he had to remember to be bratty and rude when his father was tucking him into bed that night.
