Harland Reesor Williams (born November 14, 1962) is a Canadian American actor, comedian, author, artist, musician and radio personality.
His only Disney roles so far are Fred Z. Randall in RocketMan, Carl in Meet the Robinsons and Cecilia the sea serpent and Captain Frost in Jake and the Never Land Pirates. He also portrayed Warwick the Warlock in Spooky Buddies and voiced Helper Hue in Penn Zero: Part-Time Hero and the Sandman in the 7D episode "In Yer Dreams, Pal".
