The Hanging Lamp seems good and affable, because he gave Lampy his own bulb, and tells him to use it in good health (while he still can). But later when he asked him about escaping, he tells the Junkshop Appliances about it, and they started laughing, together. However, the Hanging Lamp, although creepy and eccentric, is not a villain, which is because he's completely powerless and driven mad by all he has witnessed. If he is indeed a villain, he is less of one than Elmo St. Peters, who installed him in his Parts Shop.
His voice is similar to that of Peter Lorre.
