Phillip "Phil" Morris is an American actor, voice actor, and comedian, who, for Disney, has voiced Joshua Sweet in the 2001 Disney animated feature film Atlantis: The Lost Empire and its 2003 direct-to-video sequel Atlantis: Milo's Return. He also voiced Colonel Hank Carter in American Dragon: Jake Long, Falsetto Jones in Kim Possible, and Plank in Sofia the First. Additionally, he played Marshall Dobbs in the Freeform sitcom Baby Daddy, Dr. Curtis Blue in Shake It Up, and Agent LaChance Girl Meets World. He later portrayed Lindon Javes in Star Wars: Squadrons.

Morris was born in Iowa City, Iowa, and is the son of actor Greg Morris (1933–1996). Morris' first acting role was as a child when he appeared in the 1966 Star Trek episode "Miri". He made his feature film debut in Star Trek III: The Search for Spock in a small role and later guest starred in two spinoffs Star Trek: Deep Space Nine and Star Trek: Voyager.

Hs best known for his roles as Jackie Chiles in the NBC sitcom Seinfeld from 1995 to 1998 and Martian Manhunter in The WB series Smallville. His other television appearances include Webster, The Young and the Restless, It's a Living, Marblehead Manor, Cheers, Mission: Impossible, Murder, She Wrote, The Fresh Prince of Bel-Air, Living Single, Diagnosis: Murder, Babylon 5, Melrose Place, Wanda at Large, Will & Grace, Terminator: The Sarah Connor Chronicles, Hot in Cleveland, Black-ish, Fuller House, and NCIS: Los Angeles.

Morris also provided his voice to animated shows, like The Twisted Tales of Felix the Cat, The PJs, Men in Black: The Series, Justice League, Static Shock, Danny Phantom, Loonatics Unleashed, Wolverine and the X-Men, The Secret Saturdays, Be Cool, Scooby-Doo!, and Craig of the Creek.
