William Charles "Bill" Nolan (June 10, 1894 - December 6, 1954) was an Irish-American animated cartoon writer, animator, director and artist. He is best known for creating the rubber horse animation of Felix the Cat. 

He worked as a animater, storyman and director on the Oswald the Lucky Rabbit series from 1929 to 1934. He even provided the voice of Oswald the Lucky Rabbit in 1929.
